Andrew Rosen's film Code Violators explores the often difficult experiences
property owners face in today's minefield of city zoning boards and civil beaurocrats.
And despite the fact that almost all people who enforce municipal land use regulations

everyone by abruptly retiring earlier this year. If his mind is elsewhere for the filming, one cannot notice. In this film he works his big muscular ass over
